CARE is believes that a global climate change agreement is one that is fair, ambitious and legally binding. To this end, the agreement must ensure that new, predictable funds that are additional and above and beyond existing ODA commitments are made available for adaptation, food security, REDD, carbon finance, disaster risk reduction and stallholder agriculture. There also needs to be full prioritization of climate financing to target the needs of the most poorest and vulnerable people.

 

This requires:


- A global Adaptation Action Framework which massively increases support to developing countries so people can adapt to climate change and reduce their vulnerabilities and build their resilience against and manage loss and damage from  and unavoidable impacts of climate change.

 

- Prioritization of the most vulnerable groups based on human vulnerability and climate risk assessments, which involve local stakeholders and take into account gender considerations.

 

- Inclusive, transparent, participatory and gender-equitable decision-making in the design, implementation, monitoring and evaluation of REDD and adaptation activities. This must include the active and meaningful participation of vulnerable communities groups and individuals.
