Martha Chouchena-Rojas – CARE International, Head, Global Advocacy
Martha Chouchena-Rojas coordinates CARE International’s global advocacy work. She has led environmental and development policy work at international level in different organizations for the last 17 years, after being a negotiator for the government of Colombia. A major focus of her work in the context of the UNFCCC has been gender and climate change.
Key areas of expertise: International environmental and development policy and governance, including on climate change; overall state of climate change negotiations; gender and climate change.

Kit Vaughan – Global Climate Change Advocacy Coordinator*
Kit Vaughan is the global coordinator of PECCN’s climate change advocacy theme. Under this theme, he also supports efforts to strengthen the capacity of CARE’s country programmes to conduct climate change advocacy at regional and national levels. Kit has more than 14 years of global policy, programmatic, academic and management experience. He was born and brought up in Tanzania and has spent the majority of his life living in Sub-Saharan Africa and Asia.
Key areas of expertise:  International development and environment issues, focusing on policy and practice for mainstreaming climate change, poverty reduction and environment, climate and development financing, community-based approaches and natural resources management

Tonya Rawe – CARE USA Senior Policy Advocate
Tonya Rawe is a Senior Policy Advocate on the Government Relations team with CARE's Policy and Advocacy Unit in Washington, D.C., where her work consists of analyzing US policy and advocating on key legislation. Tonya Rawe has a master's degree in international relations from the Johns Hopkins School of Advanced International Studies.
Key areas of expertise: US Congress; US role in negotiations; UNFCCC negotiations on Adaptation, REDD, finance.

raja3859_copy Raja Jarrah – Climate Change REDD Advocacy Advisor*
Raja Jarrah is CARE's representative at international negotiations on Reducing Emissions from Deforestation and Forest Degradation (REDD). In that capacity he supports the Accra Caucus on Forests and Climate Change. He is currently based in Tanzania, working with a pilot programme for rural communities to generate carbon credits through community forest management in Zanzibar.
Key areas of expertise: UNFCCC negotiations on REDD; carbon markets in developing countries; renewable energy and community agroforestry in rural areas

Key areas of expertise: Overall project management; developing partnerships; rights-based approach and advocacy; building NGO operational and strategic capacities

ataides bw Ataide Sacramento – Advocacy Coordinator, Adaptation Learning Programme (ALP) for Africa, CARE Mozambique
Before joining CARE, Ataide Sacramento worked as the National Disaster Management Officer at Red Cross in Mozambique, where he served as the Project Manager and Focal Point of Climate Change and Disaster Risk Reduction (DRR) projects. In this position, he coordinated preparedness and response activities to natural disasters and/or emergencies–working in close collaboration with other NGOs and governmental institutions. He has also worked as an assistant lecturer and researcher at Eduardo Mondlane University. He has a Masters in Applied Geosciences from Norwegian University of Science and Technology in Norway, and has been awarded an Honors Degree Course in Applied Physics.
Key areas of expertise: Project management; emergency response; Disaster Risk Reduction and Climate Change Adaptation planning and implementation; solar concentrators systems; renewable energy; and climate change and environment issues

Charles HopkinsPastoralist Programme Coordinator
Charles Hopkins coordinates CARE’s pastoralist programme in Ethiopia. He supports CARE Ethiopia in delivering the learning and advocacy outputs of the pastoralist food security situations in Ethiopia. Charles has 18 years of experience in community development and rehabilitation approaches with international NGOs and consultants’ networks with research- and development-focused activities in West and East Africa.
Key area of expertise: Rural development including pastoralism, livestock development and related policy issues, natural resource management, gender, capacity-building, small-scale agriculture, micro-enterprise and rights-based approaches

Tine Rossing – Global Climate Change Adaptation Coordinator*

Tine Rossing is the global coordinator of PECCN’s climate change adaptation theme. Under this theme, she works closely with CARE members, country offices and strategic partners to translate CARE’s Adaptation Strategy into holistic people-centered adaptation programmes on the ground. She is also developing and strengthening CARE’s climate change adaptation work in Nepal, India and Bangladesh. Tine has more than 18 years of experience in the fields of climate change adaptation, biodiversity conservation and poverty alleviation gained from working in 23 countries in Asia, Latin America and Africa. 
Key areas of expertise: Community-based climate change vulnerability analysis and adaptation, programme design and strategic development, training and facilitation.

Pascal Girot – Senior Climate Change Advisor for Latin America and the Caribbean*
Pascal Girot works to develop and strengthen CARE’s climate change adaptation work in Latin America and the Carribbean. He has more than 20 years experience in coordination, research and policy advice working with such organizations IUCN, UNDP, the Government of Costa Rica, GEF and the IPCC.
Areas of expertise: Climate change adaptation and risk management; protected areas and environmental policy; land use planning and regional development.

agnes_bw Agnes OtzelbergerAfrica Climate Change Adaptation and Global Gender Advisor*
Agnes Otzelberger works to develop and strengthen CARE’s climate change adaptation work in the African Region, as well as enhance the integration of gender and women’s empowerment into CARE’s climate change adaptation programming and advocacy at the global level. Agnes has an MA from the Institute of Development Studies and has worked primarily in programming and research.

Key areas of expertise: Programme quality; capacity development;research, strategy development; advocacy on climate change; gender; food security.

Ruth Mitei - Learning Gender and Governance Advisor; Adaptation Learning Programme (ALP) - Africa
Ruth Mitei is working through CARE Somalia/South Sudan to take the lead in promoting a culture of learning and generation of knowledge and reflective practices among four ALP country programme. She facilitates regional adaptation learning groups and manages an online learning platform. She is supporting country programmes in advocacy and in establishing Strategic Climate Change Partnerships at the national and regional level.

 Phil Franks – PECCN and Carbon Finance Coordinator*
Phil Franks is the head of CARE’s Poverty, Environment and Climate Change Network (PECCN). He also coordinates the pro-poor carbon finance theme of PECCN, and under this theme acts as co-facilitator of the REDD+ Social and Environmental Standards Initiative. He has lived in Malawi, Uganda, Nigeria and Kenya working with development and conservation  and agriculture programs in all four countries, and has also conducted short-term technical assignments in a wide range of countries in Africa, Asia and Latin America. 
Key areas of expertise: Forest management and conservation, agriculture, REDD+ social safeguards, climate change and development.

Geoffrey Odhiambo Onyango: - CARE International Agriculture, Forestry and other land use Advisor*
Geoffrey Onyango has more than 18 years experience in commercial forestry and sustainable natural resources management working in Central America, Asian and sub-Saharan Africa. For more than six years, Geoffrey has been working on carbon financed Agriculture, Forestry and other Land Use projects dealing mainly with project design, feasibility assessment, project planning and implementation.
Key areas of expertise: REDD Implementation; gorest management and conservation; renewable energy and community agroforestry in rural areas

Boubacar Soumana – NGO AGIR Coordinator
Since 2007, Boubacar Soumana has been working with the NGO AGIR, which has been involved in some of the first projects related to community adaptation to climate change effects in Niger. His skills and competences have lead to his work as Dakoro Coordinator (the mother intervention area of AGIR in Niger). Through the Niger Adaptation Learning Programme (ALP) project in Niger, he will play a great role in the NGOs' networking at the local level working with local authorities and in participating in national and international advocacy activities.
