Programme and Policy Officer: Climate Change and Food Security
Short-term contract – 1 year (full time)
CARE Österreich aims to strengthen the livelihoods and food security of the poorest and most vulnerable groups in the context of climate change, food price volatility and other shocks and stressors. As a member of CARE International working groups on climate change and food security, CARE Österreich develops new, gender-sensitive approaches to respond to the needs and priorities of its target groups, and engages in innovative programming in Africa and Asia.
Responsibilities:
- Coordination and implementation of climate change adaptation and food security programming (securing programme quality, particularly through supporting M&E, capacity-building in Country Offices as well as coordinating studies and analyses)
- Support to project and programme development (particularly responding to calls for proposals by the European Union and Austrian Development Agency)
- Contract management and project controlling, implementation of CARE project standards and donor guidelines (Austrian Development Agency and European Union)
- Continued contributions to improved programme quality in collaboration with relevant CARE International working groups – particularly through active involvement in knowledge management and learning
- Close collaboration with CARE Country Offices, donors (European Union and Austrian Development Agency), partner organisations and experts
- Maintenance and expansion of strategic partnerships and networks of experts
- Support to CARE Austria’s advocacy and media work
Qualifications:
- Educated to Master’s level in a relevant discipline (focus on climate change and/ or food security an asset)
- Minimum 2-years relevant working experience
- Sound understanding of key concepts (climate change, food security, gender) and familiarity with related processes and institutions
- Project management experience and experience of managing donor contracts
- Experience of working in intercultural and multinational settings
- Excellent English skills (German skills highly desirable; French and other relevant language skills an asset)
- Ability and willingness to travel (around 20%)
